The Ministry of Interior has instructed the governor of Kampong Cham province to take measures to improve the provision of administrative services at the One Window Service Office of Batheay district and Kampong Cham town administrations after a working group found that they have not yet properly implemented formal service procedures.
The letter said that the ministry’s General Department of Administration assigned the working group to inspect the provision of administrative services at the One Window Service Office in Batheay district on January 21.
“We found that the Batheay district and the Kampong Cham town administrations have not yet properly implemented the formal procedures for providing services at the One Window Service Office,” the letter reads.
The ministry stated that in order to improve the efficiency of providing administrative services there, the provincial hall needs to advise the Batheay district and Kampong Cham town administrations to streamline all administrative services within their purview by providing them at the One Window Service Offices.
Additionally, the letter states that the Kampong Cham town administration must stop charging any administrative fees that were not specified in the inter-ministerial prakas.
If necessary, the town administration may submit a proposal to the ministry to create a new type of service fee that is needed at the local level.
The Batheay district and the Kampong Cham town administrations have to prepare their teams to collect data and update their services regularly and encourage people to apply for administrative services according to their needs, the letter said.
The ministry said the provincial hall must assign a working group to regularly inspect and evaluate the provision of administrative services by Batheay district and Kampong Cham town administrations and submit a written report back to the ministry.
Ministry spokesman Khieu Sopheak said on April 27 that it was the job of a team from the ministry to inspect the provision of administrative services there.
“After the inspection, we took the results and evaluated the service provision and identified inconsistencies. They failed to follow the ministry’s instructions, so we issued a letter instructing them to improve their performance. Put simply, the letter just serves as a warning, not a punishment,” he said.
He added that the team will carry out inspections on the provision of services of other provincial administrations and will not give advance notice of the inspections in order to be able to review the actual implementation of the provision of services and evaluate what needs improvement.
Kampong Cham provincial deputy governor Heng Vanny said on April 27 that the provincial administration has yet to receive the letter from the ministry.
